Understanding Country Planning: A Guide for Air Force Component Planners

Abstract : The U.S. Department of Defense (DoD) has placed a renewed emphasis on campaign and country planning for peacetime engagement with foreign militaries, an approach commonly known as security cooperation. However, existing guidance on country planning for security cooperation is fragmented and incomplete. This report is designed to help U.S. Air Force planners understand existing country planning processes and the key elements of country plans. It is based on a review of country planning at the regional Air Force component and combatant command levels. This study was sponsored by the Director of Operational Planning, Policy, and Strategy, Headquarters U.S. Air Force (AF/A5X). While this report was written primarily for the U.S. Air Force and U.S. Air Force components, much of the information presented here will also be useful to planners in the combatant commands and will be of interest to the wider DoD planning community. The study was conducted within RAND Project AIR FORCE s Strategy and Doctrine Program as part of a fiscal year 2010 study, Support to the Air Force Campaign Support Plan and AF/A5X International Programs.
