The Effective Reflective School: Visions and Pipedreams in Development Planning

Barry Hutchinson is a tutor in the Department of In-Service Education at the University of Ulster in Jordanstown. The paper raises a number of questions about development planning as a means of delivering multiple change. These questions are explored in the context of an examination of the literature and of a case study, initially written by Eleanor, a primary school headteacher. The author conchudes by suggesting ’a better way’ of managing curriculum development as a means of improving school effectiveness.
