Abstract : This paper presents a modeling and simulation process based on state of the art software engineering concepts, tools and best practices. It aims at guiding modellers in the development of extensible, reusable and interoperable models to be used in integrated simulations. Although this process has a very broad reach, it is incubated in a project for weapon system engagement simulation in order to better focus its application. The first iteration of the process development, which is reported here, is aimed at assessing the validity of the proposed concept. It was observed that despite the availability of tools and guidelines, no successful and cost simulation is possible without teamwork, communication, common infrastructure, agreement, education, constraints and integration.
