Mobile services for horse-race betting: a QoS study of streaming horse-race videos to 3G phones

In order to attract customers to a mobile multimedia service, it is important for the service provider which level of Quality-of-Service (QoS) customers find acceptable, respectively appealing, and how perceptual QoS is affected by system level QoS. This paper discusses a mobile service for horse-race betting, which includes the streaming of video clips to 3G phones. Furthermore, an extensive study to evaluate system level and perceptual QoS is covered in detail. The results demonstrate the importance of adapting the video for presentation on small screens. The investigation follows on to discuss the importance of bit and frame data rates and clearly demonstrates that users are sensitive to rate changes, even at very low rates. Finally, the results show that packet loss in the range of three to four percent does not effect the user experience.
