Empirical Study of Air Traffic Control Safety Operation Guarantee Ability Model

In order to make ATC safety guarantee ability matches with increasing needs from air traffic transportation,an ATC safety guarantee ability model was built based on two aspects,which are static and dynamic capabilities. The static safety operation guarantee ability is divided into four major fields. They are command and control capability,the information capabilities,the weather managing capability,as well as communication,navigation and monitoring capability. Meanwhile,the dynamic capability is divided into six areas. They are risk management,safety culture,safety input,organizational management,staff capacity,and equipment capacity. A model was built for relationship among safety operation capabilities via SEM. It was demonstrated that improved dynamic capability plays an important role in guaranteeing safety operation ability of ATC,that safety input,the equipment capacity,and risk management make the most significant contribution to improving the ability that command and control capability is greatly influenced by information capabilities,the weather managing capability,and communication,navigation and monitoring capability,and that the dynamic capabilities have a significant impact on static capacity,therefore,an arbitrary combination of dynamic capability factors can influence the static capacity.
