Discussion of problems and countermeasures of file opening

The process of file opening and the present situation indicate that the file opening is facing problems as the speed,the breadth and the depth.The cause of these problems mainly sources in legal system,political nature,quality and technology as four big barriers,but the solution of these problems depend on advancing the legislative work,fully utilizing the policy,enriching collection of library,enhancing the technology content diligently.It also depends on the construction of institutional framework of the file talents,the management and use.
