CCSDS Space Communication Cross Support Service Management

The Consultative Committee for Space Data Systems (CCSDS) Space Communication Cross Support (SCCS) Service Management (SCCS-SM) Service Specification was approved in 2009 as the first (and currently only) international standard for the exchange of data associated with the negotiation, configuration, scheduling, and execution of tracking, telemetry, and command (TT&C) and Space Link Extension (SLE) services between TT&C networks and spaceflight missions. This paper provides an overview of SCCS-SM services, highlights key capabilities, and provides several examples to illustrate how differing operational approaches of TT&C networks are accommodated by SCCS-SM. The paper also provides a summary of the prototyping efforts that have accompanied the development of the service specification, and identifies the contributions of those activities to the final product. This paper concludes with an introduction to the planned evolution of SCCS-SM.
