When it comes to rallies and demonstrations in our country, illegal and violent demonstrations still take place, which takes a huge toll on our society. The first step of strict law enforcement by the police is arresting illegal demonstrators. Since riot police was founded in 2008, the arrest tactics of riot police has been considered important in terms of assembly and demonstration control.
There are some suggestions on how to step up the development of riot police arrest tactics:First, ideal arrest tactics should be provided. It's not advisable for riot police units to employ different tactics since there are many influential factors on the spot. Field applicability is the top priority of ideal arrest tactics, and the kinds of arrest tactics that are used only for exhibitionism should be eliminated.
Second, riot police units should be divided into two in order to make use of the drill manual of arrest tactics developed by the riot police headquarters of Seoul Metropolitan Police Agency. One group of units should maintain the basic formation, and the other group of units should exclusively be responsible for arrest. That will make it possible to utilize the drill manual without giving a change to the formation.
Third, the arrest tactics that include a variety of motions are less usable on the spot. Therefore guidelines about basic motions should be presented, and professional police officers who will make research in the safety of arrest tactics should be nurtured.
Fourth, arrest and apprehension are not the same terms, but they are still used together. This phenomenon should be redressed to ensure the right law enforcement. Apprehension is of realistic concept and denotes temporary detention (the decision of the Supreme Court dated August 22, 2000, No. 2000C3675). So that is comprehensive of both restraint(Article 6 of the police job performance act) and arrest of the criminal procedure law. As a consequence, whether the term apprehension means restraint or arrest is not clear when it is used, and it's valid to use the term arrest.
