For increasing the sea resources in Pekalongan it needs research for planning a ship that reach outer teritorial that has 12 miles from the shore and exclusive economic zone (ZEE) This research is aimed to find hull design, tanks volume, hidrostatic, resistance, stability and seakeeping that based on the IMO regulation. Main dimension is found by regression method that using 5 ship comparators. From its main demension is can be determined a lines plan, general arrangement, resistance, seakeeping and ship stability that based on the IMO regulation. The analysis from regression determines main demension, lenght per pendicular LPP = 31.18 m, breadht B = 6.82 m, hight H = 3.12 m, draft T = 2.72 m, service speed = 11 knots. Tank volume is needed for 20 days sailing and needs 272 KW or 370 HP of engine power. Fuel oil tank = 47.82738 m3, lubricant oil tank = 0.63628 m3, fresh water tank = 29.8608 tons, daily tank = 1.496152 m3. In this matter, the maximum speed is 11 knots that the resistance is 30.97 KN, power = 335.75 HP and maximum GZ is 27.3 to 39.1 m deg and GM is 1.13 to 1.596 m. ship does not have deck wetness.
