ASPHALT COLD RECYCLING TECHNOLOGY IN PENNSYLVANIA (WITH DISCUSSION)

This paper describes how, in Pennsylvania, like many other states, is not building many new highways. The main task is to maintain and upgrade existing highways using the so-called 3R Program: Restoration; Resurfacing; and Rehabilitation. Cold-mix recycling can play a major role in upgrading the secondary low-volume roads. Pennsylvania is attempting to use cold mix recycling on roads that are far away from the central mix plants. The paper describes how there currently is no standard design procedure for designing these recycled mixtures. In fact, there is generally no accepted standard design procedure even for the cold mixtures containing 100 percent virgin aggregate. The paper describes how Pennsylvania is attempt to establish this design procedure.
