The purpose of this document is to prescribe criteria and to provide guidance for professional personnel who are involved in the design and evaluation of buildings and structures to resist tornadoes and extreme winds at the Oak Ridge, Tennessee, Portsmouth, Ohio, and Paducah, Kentucky, Plant Sites. The scope of the document covers loads due to extreme winds and tornadoes. Other loading conditions such as dead, live, or earthquake loads shall be considered as prescribed by the Union Carbide Corporation. In Section II the method for determining the maximum design windspeed for any specified level of risk is described. The straight wind and tornado parameters are then deduced from the value of maximum design windspeed. The three types of tornado and extreme wind loads (aerodynamic, atmospheric pressure change and missiles) are treated in Sections III, IV, and V, respectively. Appropriate load combinations are defined in Section VI. The final section contains several examples showing how the design guidelines are used to determine appropriate design wind pressures. A description of the computer program used to predict missile accelerations, velocities and trajectories is contained in Appendix A. Additional design examples are provided in Appendix B.
