The present invention relates to an emotional scenery lighting apparatus to move up and down and, more particularly, to an emotional scenery lighting apparatus to move up and down, capable of expressing a beautiful scenery by protruding to the ground at night by being buried under the ground to move up and down. The emotional scenery lighting apparatus to move up and down according to the present invention includes a tubular housing which is buried under the ground to expose an upper open side to the ground, a lighting unit which is received in the housing and emits light to the ground, a lifting driving unit which makes the lighting unit protrude to the ground by moving the lighting unit up and locates the lighting in the housing by moving the lighting unit down in the daytime, and a door which is combined with the upper side of the housing and seals the inner space of the housing when the lighting unit is located in the housing.
