Physical downlink control channel resource allocation method, and base station and user equipment

The present invention provides a resource allocation method suitable for the downlink control channel of a narrowband MTC user equipment (MTC UE), and a base station and MTC UE for executing said method. The method according to the embodiments of the present invention comprises: configuring one or a plurality of M-PDCCH resource sets for an MTC UE in order to provide same to a sending M-PDCCH, the number of physical resource block pairs of said M-PDCCH resource sets being 2, 4, or 6; and sending M-PDCCH configuration information to the MTC UE, said M-PDCCH configuration information containing information indicating said M-PDCCH resource sets. The configured M-PDCCH resource sets may be associated with repetition levels.
