Partition noise becomes important for optical communication systems when the bit period is comparable to the characteristic fluctuation time for the laser spectrum. The fact that partition noise gives rise to a power-independent noise floor renders this kind of noise particularly harmful for dispersion-limited high-bit-rate systems.
