Effectiveness of VMS Using Empirical Loop Detector Data

This study assesses the effectiveness and estimates the benefits of variable message signs (VMS) systems using empirical data from inductive loop detectors. It first review evaluations of the effectiveness and benefits of VMS. This is followed by a definition and evaluation of Measurement of Effectiveness of VMS systems. Finally, the study estimates drivers’ response to the traffic information provided by VMS. Traffic data and incident data from the Twin Cities of Minneapolis and St. Paul, Minnesota, were used in the study. The conclusion in this study provides guidance regarding policy-making about investing in VMS systems.
