정보화마을의 자립운영 요인에 관한 탐색적 연구

This study was conducted for the purpose of exploring the prerequisite of the self-supporting operation of the Invil Project as well as the Cyeongsangnam-do citizens' awareness of the self-supporting operation of the Gyeongsnagnam-do Invil Project. The study methods included a survey among and interviews of the civil servants and the residents supervising 29 Invil Projects in 18 cities and provinces located in Gyeongsnagnam-do. Further, based on the 417 sets of collected data, the frequency, cross-tabulation, factor analysis, reliability analysis, t-test, and ANOVA result were analyzed using SPSS 15.0 for Windows. The results of the interviews on the awareness of the positive contribution of the Invil Project to the regional activation showed significantly negative views regarding the possibility of Invil's self-supporting operation. Based on the result of the survey, which showed a large ratio of responses, it can be concluded that the main purpose of the implementation of the Invil Project is to increase (as state by the experience and e-commerce types) and to bridge the digital divide (as stated by the mixed type). What was viewed as the greatest difficulty in the implementation of the Invil Project was the lack of financial support and the residents' lack of determination to implement the project. As for the prerequisites of the self-supporting operation of the Invil Project, the most frequent responses were informationization support, followed by human resources, facility resources, and operation methods. Based on these aforementioned analysis results, the following measures are proposed for the improvement of the self-supporting operation of the Invil Project : (1) more vigorously promoting citizen awareness of the Invil Project as a social capital and as a tool for obtaining financial independence; (2) providing a distinct self-supporting operation method by degree of development and Invil Project type; and (3) promoting citizen awareness of the importance of self-supporting Invil operation.
