Formal monitoring of the Oxford Transport Strategy (OTS) by EMITS began in 1996, with the key elements (bus priority route and extension to pedestrianisation) inaugurated in June 1999. The initial outcome (October 2000) was a 20 per cent reduction in traffic entering the centre, whilst increases outside have been within predictions. Travellers' responses show mode-switches from car, with 10 per cent more bus trips being made. Use of park and ride has also increased by 5 per cent. Debate is ongoing over the quality of traders; vehicular access for loading. Some retailers also report less trade, although there are a number of rival explanations for this situation in addition to the OTS
