The Econometrics of Maritime Safety: "Recommendations to Enhance Safety at Sea"

textabstractDe maritieme industrie wordt gekarakteriseerd door een extensief juridisch kader gebaseerd op internationale wetten die beperkte wettelijke mogelijkheden voor handhaving bieden in geval van overtreding. Dit creeert mazen in de regelgeving en verstoring van de mededinging door het bestaan van een markt met substandaard schepen. Het gebrek aan vertrouwen in de industrie heeft een speelterrein gecreeerd voor inspecties van bepaalde scheepstypen inclusief een aanzienlijke hoeveelheid door de industrie geentameerde inspecties. Dit proefschrift is gebaseerd op een unique dataset van ongeveer 183,000 port state control (PSC) inspecties en 11,000 ongevallen tussen 1999 tot 2004 van verschillende bronnen om gebieden voor verbeteringen te identificeren in het veiligheidssysteem, port state control in het bijzonder. Twee gebieden van potentiele verbetering zijn geidentificeerd: 1) de targetfactors van inspecties en 2) de inspecties en het opvolgen van gebreken. Het effect van PSC inspecties op de waarschijnlijkheid van ongevallen kan gemeten worden voor "zeer ernstige ongevallen" maar niet voor "ernstige" en "minder ernstige ongevallen". Terwijl de sleutelgetallen over tekortkomingen en aanhoudingen varieren over de regimes, worden de verschillen in de waarschijnlijkheid van aanhouding alleen maar weerspiegeld in de verschillen in havenstaten en de behandeling van tekortkomingen en niet noodzakelijkerwijs door leeftijd, grootte, vlag, klasse of eigenaar. De klassieke variabelen zoals scheeps type, leeftijd, grootte, vlag, de classificatie vereniging, tekortkomingen gevonden in eerdere inspecties en aanhoudingen zijn allemaal geldige variabelen voor het doelbewust uitkiezen van substandaard schepen. Vlag is alleen een variable uit de vele die kunnen worden gebruikt voor de targeting op substandaard schepen. Het doelbewust kiezen gebaseerd op gecombineerde inspectie en schip specifieke data inclusief informatie over de verandering van eigendom, terugtrekking van classificatie, verandering van classificatie en vetting inspecties kunnen de targeting op schepen verder verbeteren. De waarschijnlijkheid per ernst van ongeval of "eerste orde ongeval" onthulde eveneens de drie aandachtsgebieden - de ISM code, scheeps- en lading operaties en machines en apparatuur. Deze zijn de hoofdzakelijke gebieden die geindentificeerd zijn waar ruimte voor verbetering bestaat voor PSC inspecties dat de waarschijnlijkheid tot een ongeval doet dalen.
