5G as Intelligent System: Model and Regulatory Consequences

This paper aims to propose the intelligent system model for the 5G Mobile Communications and its regulatory consequences. As the continuation of mobile technological evolution, 5G is predicted to increase the data rate performance by 1000× compared to 4G, and shall accommodate human, machine, and various “things” in everyday activities. Therefore, 5G will rely heavily on its intelligent capability. The intelligent model proposed in this paper is constructed from 3 main intelligent aspects, i.e. network, spectrum and applications. We further elaborate the regulatory actions in which the regulator should develop relevant policies in response to some consequences. First, intelligent network will impact cost structure and tighten the market competition. Second, intelligent spectrum will result in the need of spectrum refarming, pooling as well as the open spectrum access. Third, the presence of intelligent applications will emphasize privacy and security aspects as critical points of 5G implementation.
