System and method for traffic flow distribution under heterogeneous network fusion

The invention provides a system and a method for traffic flow distribution under heterogeneous network fusion. The system comprises radio resource management (RRM) equipment (11, 12, ..., and 1M) in a radio access network (1, 2, ..., and M), a combined radio resource management (CRRM) equipment (21) in a core network (CN), and terminal equipment (31,32, ..., and 3N). In the method, the changing condition of the radio environment in the network is considered; from the perspective of the average end-to-end time delay and packet loss and the optimum utilization of the whole resource of the system, the resource in each network and among the terminals is coordinated; under the premise of minimizing the average end-to-end time delay and packet loss, the decision of the service flow distributionof the performance of the optimal system is solved; and on the premise of giving consideration to the limited power of the terminal equipment, the average end-to-end time delay and packet loss of thewhole system is reduced, and the experience satisfaction degree of a user is improved.
