A case history is presented in which the problems experienced during the construction of a "substandard" base course are described. In addition to construction defects highlighting the necessity for good workmanship and supervision, the poor quality base course is believed to have been a factor contributing towards the blistering and surface looseness of the primed base course experienced. Although the use of marginal quality materials is predicated on economic grounds their use can give rise to unusual problems of which the designer, supervisor and client must be aware.(A) For the covering abstract of the conference see IRRD 828827.
