Two different scenarios - both optimistic and pessimistic - for the year 2030 form the basis for a review of future mobility and transport development. They range from a global framework for energy to road user charges and safety in transport, and also deal with the structure of urban settlements, lifestyles, role of railways and of the OPNV. The basic challenge of the 'optimistic scenario' in connection with on-going mobility is to place more emphasis on marketing aspects; to separate transport and its fossil energy base; to preserve and foster urban development including its mixed-use environment; to form a closely-knit public transport network that aims for the information-organizational integration of all the means of transport. One of the key factors is a more realistic approach to costs in the field of transport that also includes such external cost factors - not covered at present - as environmental and health damage, and losses incurred due to traffic congestion.
