The Understanding of a Note in Laotzu

Several experts have different opinions on the phrase "the powerful tool" in Lao Tzu. There are three main opinions: one is all kinds of instruments; anther is weapons and the third is advanced tool of production. As a result of the textual research, the author selects the third one and clarifies her view in the paper.
