The base station needs to send a switching request carrying the at least two alternative target cells to the MME when carrying out cell switching, thereby leading the MME to select the target cell allowing the admission to carry out switching according to the switching request, avoiding the failure of the switching preparation process to the greatest extent, reducing the switching time delay and optimizing the switching process.
