The purpose of this study is to analyze the changes of the travel cost in each region according to the optimization of the road network. The optimum network is defined as the network which minimizes the total traffic cost. The total traffic cost consist of the travel cost and the road construction cost. The travel cost includes the travel time cost and the vehicle operating cost. The travel time cost is estimated by converting the time spent for a trip into the monetary term. The vehicle operating cost is the sum of the cost required to operate a vehicle such as fuel, tax, maintenance, etc. The road construction cost can vary according to the number of lanes, construction materials, physical environments, and so on. However, the only road capacity, represented by the number of lanes, is considered in this study. The analyzed road network is assumed to have two types of roads: Express road and national road. Within the given budget, the network is optimized by expanding the capacity of the road link, sequentially selected by the criterion established in this study.
