Pavement management at the local government level

At the local government level considerable effort is underway to implement pavement management systems. This study sponsored by the State of California Department of Transportation and the Federal Highway Administration through the Rural Technical Assistance Program (RTAP), represents an endeavor to assist in this development process. This report describes a survey and evaluation of the experiences of thirteen agencies which have initiated such activities. It summarizes the results of the study and includes a discussion of factors to be considered in the development of a pavement management system (PMS) at the local government level. Under the study, six local government agencies were provided both financial and technical assistance to implement pavement management activities within their organizations. This report provides a summary of these implementation experiences for the six agencies. The results suggest that the development of a "generic" pavement management system would be an extremely desirable undertaking. It is envisioned that this "generic" system suited to the specific organization's requirements might be developed in-house or with the assistance of a consultant. Included in the report is a brief discussion of the form that such a system might take and the stages of its development (A).
