Double-Faced State: Political Patronage and the Consolidation of Democracy in Turkey

La Turquie a une forte tradition etatique dans ce sens ou, depuis l'Empire Ottoman jusqu'a nos jours, il y a toujours eu la presence d'une categorie particuliere d'elite qui agit au nom de l'Etat en assumant une complete autonomie vis-a-vis des autres groupes politiques. Cet article a pour objectif de mieux cerner l'identite et le role de cette elite en montrant la double face de l'Etat turc, a la fois forte et faible, et les strategies du patronage politique pour la democratisation. L'A. s'interroge sur les formes combinatoires de la prudence et de la responsabilite de l'Etat et sur les conditions requises pour une democratie viable a long terme.
