The shared services center concept can encompass a broad range of way to improve the efficiency, effectiveness in the area of local public administration. This study defines shared services as the provision of a public service by one part of an public organization where that service had previously been found, to more than one part of the organization. Shared service center (SSC) can reduce costs by consolidating one or more back-office administrative operations used by multiple divisions of the same organization-such as logistics, information technology and human resources into a shared operation. By creating a SSC, local government can eliminate redundant activities and improve efficiency and public services. The key idea of SSC is the convergence and streamlining of an public organization’s functions to ensure that they deliver to the public organization the services required of them as effectively and efficiently as possible. The paper focused on an investigation of the different ways in which the shared services centers are designed and implemented in order to provide guidance for the introduction of SSC in the local governments of Korea. The taxonomy of SSC can be a reference point for identifying the range of application of SSC, as well as providing some policy implications for the creation of an efficient shared services center in local government of Korea.
