Frequency assignment apparatus and method for supporting a high speed downlink packet data service in an orthogonal frequency division multiplexing mobile communication system

The present invention is to provide an apparatus and method in which a base station assigns a frequency resource taking into account the mobility of a user terminal in a mobile communication system supporting the OFDM for high-speed packet data service (HSDPA). The base station allocates a frequency resource to the two groups, after distinguishing a plurality of user terminals into two groups according to mobility, using different frequency allocation schemes. The frequency resource allocated to the high-speed terminal group may be present are dispersed in the entire frequency band.
