Open government in Britain: Discourse and practice

This article describes and evaluates the extent to which British government and administration have been ‘opened up’ since 1979. It distinguishes between two models of open government—the managerial and the legal—and demonstrates that the discourse and practice of openness have generally conformed to the managerial model. It concludes that these developments do little to enhance popular control over government.
