Dynamic distributed energy resource allocation for load-side emergency reserve provision

This paper reports preliminary work towards developing a method for incorporating distributed energy resources into frequency contingency response services. The approach involves casting the large-scale scheduling problem as a marginal contribution stochastic game, and deriving a modified fictitious play algorithm for generating a schedule of frequency service allocations. Results of simulations demonstrates the methods efficacy in scheduling many small loads so that they collectively optimise their contributions to frequency reserves for use in the case of power system emergencies.
