Region growing motion segmentation and estimation in object-oriented video coding

This paper addresses the problem of object based image coding for the purpose of video transmission at very low bit rates (below 32 kbit/s). Each frame of an image sequence is first segmented into temporally unchanged (background) and changed regions via a change detector. Then the changed regions are subdivided into arbitrarily shaped model failure and model compliance regions so as to satisfy the chosen quadratic transform motion model. Our work brings in two original contributions: (1) the use of region growing motion segmentation, and (2) joint use of quadratic transform with optical flow motion estimation.
