Advocacy-Koalitionen, Policy-Wandel und Policy-Lernen: Eine Alternative zur Phasenheuristik

In den letzten 25 Jahren verwandten viele Policy-Forscher sowohl in den Vereinigten Staaten als auch in Westeuropa eine Phasenheuristik, um den Policy-Prozes zu erklaren (Nakamura 1987). In der von Jones (1970, 1977) popularisierten Form wird der Politikprozes in Abschnitte aufgeteilt, die die Problemdefinition, die Agendagestaltung, die Politikformulierung, die Politikimplementation, die Politikevaluation und die Reformulierung umfassen.
