All structural materials for reinforced concrete and the standard acceptance tests for such materials are prescribed under the ACI Code as the standard specifications issued by the American Society for Testing and Materials (Section 3.8.1). The ASTM specifications, including the date of latest issue at the time each new ACI Code is itself adopted, are adopted by reference to the Code, as if set forth fully therein. Because the specifications are made an integral part of the Code, and the latter itself is intended to be incorporated into statutory general building codes as an integral part, it is legally necessary that the “outside” specifications be identified as to year of issue.
