Identification of factors of Human Capital Readiness on E-government application : A case study of Department of Registration of Persons, Sri Lanka

This study is focused on human capital readiness in terms of knowledge, skills and attitude of employees for application of e-government principles in the government sector as a case study in Department of Registration of Persons (DRP) which is only authorized to issue National Identity Cards to Sri Lanka citizens. Data were collected from structured questionnaire and individual in­ terviews of 70 employees including 12 from managerial section and 52 from operational section. Their responses were analyzed with regard to study objectives as per the concepts of human capit­ al such as knowledge, skills and attitude using statistical method (UN e-Government survey 2008). The results revealed that there is significant relationship between degree of acceptance for applica­ tion of Information Technology (e-N/C) and attitude of employees impacted by age in both man­ agerial and operational sections. Indeed younger employees have higher motivation for working in Information Technology environment than senior employees include both sections. Employees' attitudes and skills rather than knowledge determine employees' acceptance in case of e-NIC ap­ plication and transformation process in the DRP. Thus, this study found insight into Information and Communication Technology (ICT) education and training, as to which personal attitude char­ acters can be developed to raise potential of government service employees in the Sri Lanka con­ text.
