Over the last two decades, popular mobilization has pushed forward a halting, protracted process of political transition in Mexico. The old one-party regime has broken down, and democratic institutions have finally taken its place. But democratization has not proceeded at the same pace across all regions or spheres of government. As a result, Mexico9s new political order comprises a series of authoritarian enclaves in which the old rules of the game still operate. With the victory of Vicente Fox in the July 2000 presidential elections, these authoritarian enclaves represent prime targets for political reform. / Durante las ultimas dos decadas, una movilizacion popular ha puesto en movimiento un prolongado y pausado proceso de transicion politica en Mexico. El antiguo regimen del partido oficial se ha desmantelado, e instituciones democraticas, aunque fragiles en su composicion, lo han reemplazado. Pero la democratizacion no ha procedido en la misma medida por todas las regiones o esferas del gobierno. Entre los enclaves mas sobresalientes que han resistido los cambios se encuentran la burocracia federal, la judiciaria, sectores de los medios de comunicacion, y zonas locales regidas por elementos del partido dominante que aun no se ven afectadas por las reformas politicas del pais. Con la victoria electoral de Vicente Fox en las elecciones presidenciales de julio de 2000, estos enclaves autoritarios son puntos de partida fundamentales para consolidar la reforma politica.
