The purpose of this project is to develop a low-cost and simple monitoring/evaluation plan for the Bonneville Power Administration (BPA) long-term Residential Weatherization Program. The need for an inexpensive and timely way to estimate program energy savings springs from problems inherent in traditional evaluations. Careful outcomes evaluations of conservation programs are expensive and time consuming; two or more years may elapse between the time of evaluation attention and the time final results are available. Perhaps, the detailed data available from such evaluations can be used to develop a reliable analytical system to monitor future performance of the same program. These thoughts led to this study of the Residential Weatherization Program.
