Method and apparatus, data format for decoding and coding of video sequence

A method and an apparatus for decoding a video image, and a data format are provided to perform random accessing effectively on a multi-view video image by adding anchor picture identification information to a syntax. Base view identification information is extracted from a received bit stream to discriminate whether a current picture or a current slice is included in base views(610). It is checked whether view_dependency_flag is 0 based on the extracted base view identification information(620). When view_dependency_flag is 0, anchor picture identification information is extracted from a slice layer of an added NAL(Network Abstraction Layer) in a new NAL structure when the single NAL has been added to an NAL of the current picture(630). It is checked whether a type of the current picture is an anchor picture based on the extracted anchor picture identification information(650). The corresponding bit stream is decoded according to the check result(660).
