Defining reactive power in circuit transients via local Fourier coefficients

The paper introduces the notion of reactive power during circuit transients. The definition the authors propose is based on the concept of local Hilbert space. It reduces to well known quantities in steady state, and it is applicable to systems with arbitrary number of phases. They illustrate this "dynamic" reactive power on a simple example of a linear RL circuit for which closed-form expressions can be derived.
