Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer (Kigali Amendment)

On October 15, 2016, nearly 200 countries agreed to amend the text of the Montreal Protocol on Substances that Deplete the Ozone Layer (Montreal Protocol or Protocol), adding additional measures to phase out the use of certain powerful greenhouse gases. The modifications, embodied in what is known as the Kigali Amendment, mark an important step in the progression of climate change mitigation efforts. The ozone protection regime is widely heralded as one of the most successful multilateral environmental systems in place. Working through this established system could provide much-needed stability to climate mitigation efforts and prevent up to 0.5 degrees Celsius of global warming by the end of the century.
