Abstract : The purpose of this paper is to present a conceptual approach for measuring the program performance of the Air Force Flight Training Program (FTP) . The paper is divided into five sections: The introduction provides the background information on four different FTP options addressed by Stoker, Hunter, Kanto, Quebe, and Siem (1987) and establishes the general construction of the program performance model; the second section addresses the effectiveness of the FTP in relation to graduation rates; the efficiency section develops the cost for each of the FTP options; the fourth section, on performance, presents a way to compare the efficiency and effectiveness of each program; and the concluding section provides a summary of the benefits to be derived from use on one of the four option.
