Developing an Assistance Program to Navigate the Acceptance Process at a Federal Range

This Paper describes the history and development process of the Customer Assistance Service Program for the Eastern Range (CASPER) initiative engaged by Space Florida. It describes the development and implementation of the program. It describes the services offered through this program and the benefits gained through implementation of CASPER by commercial space launch companies at the USAF Eastern Range (ER) in Florida. The aim of the CASPER program is to make Eastern Range (ER) policy and compliance information more readily available for potential new commercial launch customers and to make it easier for these companies to navigate the acceptance process at a major Federal range.
