THE EA-1 (COMPUTER SIMULATION) AND AASHO METHODS ARE COMPARED FOR COMPUTING VEHICLE OPERATING COSTS IN RESPECT TO INTERCHANGES AND ROUTE LOCATION. AN ANALYSIS IS MADE OF THE GENERALIZED DESIGN SITUATION OF (1) INTERCHANGE VS INTERSECTION, AND (2) OVER- VS UNDER-GRADE SEPARATIONS FOR CONTROLLED-ACCESS HIGHWAYS.
