HV substation fault and its impacts on HV cable: Safety procedures

The demand on High voltage (HV) infrastructures is growing due to the corresponding growth in industries and population. To meet the increasing electrical demand, existing substations are being upgraded to accommodate the additional load requirements. Substation upgrade involves up-rating the existing transmission lines or the installation of new lines. Transmission mains consist of underground (UG) or overhead (OH) sections. In many cases, to save on easement cost and reduce the environmental impacts, the upgrade of an existing substation involves the installation of new UG feeder that runs using the same easement as the existing OH lines. This paper discusses the safety implications of the cable installation under substation fault for both conditions, new UG line using existing and new easement. Furthermore, the paper outlines safety procedures to ensure human safety compliance during the cable installation, jointing and terminations. A case study is included.
