The Development of Writing Abilities in a Foreign Language: Contributions toward a General Theory of L2 Writing. Technical Report No. 61.

HISTORICALLY, THE FL TEACHING PROfession has given little sustained attention to the development of writing ability in students' target languages.' Most FL professionals have taken the position that writing is a "secondary" or less crucial skill than listening, speaking, and reading, and, according to Herzog, even government language schools have not tested the writing skill as part of the end-of-course evaluation.
