Radio resource management measurement method and system

Disclosed are a radio resource management (RRM) measurement method and system, the method comprising: a base station configures for a user equipment (UE) the quasi substitution information of an RRM measurement, the quasi substitution information being used to indicate that the RRM measurement result of a first carrier can substitute for the RRM measurement result of a second carrier, and the first carrier being different from the second carrier; and the base station transmits the quasi substitution information to the UE. The present invention reduces the times of RRM measurement executed by a UE, reduces the times of different-frequency measurement during handoff executed by the UE, and reduces UE energy consumption.
