Human and Electronic-Based Knowledge Enablement in E-Government

Knowledge management refers to the managerial practices associated with knowledge. It can be defined as "the organizational process for acquiring, organizing, and communicating both tacit and explicit knowledge so that others may use the knowledge to be more effective and productive" [8]. In this paper, we will draw a model that describes the various knowledge enablement processes using human and electronic-based techniques, with the aid of the "knowledge enablement department", focusing on the role of this department in a knowledge-based e-government system.
