The invention discloses a cell primary scrambling code conflict identification, soft handover and adjacent cell list generation method and device which are applied to a system comprising two and the above cells having the same primary scrambling codes and with no-repeat coverage. The conflict identification method comprises the following steps: through a node synchronization process, an RNC obtains system frame number (SFN)-SFN observation time difference between any two cells; the RNC selects one cell as a target cell from a measurement report reported by UE, and obtains SFN deviation between the target cell and a current service cell of the UE according to frame deviation and code deviation between downlink dedicated physical control channels established by the target cell SFN and the UE, measured by the UE, and carried in the measurement report; and the RNC matches the SFN deviation between the target cell and the service cell with SFN-SFN observation time difference between the target cell and the service cell obtained through the node synchronization process, and determines identification information of the target cell.
