This paper presents an overview from a systems perspective of the problem of speed and safety in road transport. It reviews the adverse effects from speed and the levels at which intervention can be planned to influence speed. It concludes by proposing questions for further study and discussion to arrive at a rational and integrated decision-making framework for the choice and achievement of desired speed.
