The fast development and wide application of computer technology, network and communication technology in power system is driving the research of power system operation and control to the trend of wide-area, web-based and intelligent monitoring and control. In this trend, the impact of time delays introduced by signal transmission and processing in wide-area measurement system (WAMS) has to be considered. This paper firstly analyzes the time delay characteristics of WAMS, and then presents a detailed overview of power system modeling, stability analysis and control considering the time delay in measurement and communication system. It is pointed out that common power system stability analysis approaches combined with the state estimation methods considering time delay effects have practical applications. It is also presented that the quantitative analysis of time delay performances of power system, integrated modeling of information and power networks, the state estimation considering time delay effects and wide-area stability control should be studied systematically. At last, some promising aspects on time delay power system stability analysis and wide-area control are presented.
